  1. Usage: ON [#|+|-|^|&|@]NOTICE [-|^]<parameters> [action]
  2.   This is activated whenever you receive a NOTICE from someone.
  3.   The parameters for the action are as follows:
  4.     $0    nickname of person who sent the NOTICE
  5.     $1-   The message
  6.  
  7.   Warning: If you attempt to send a MSG from within a MSG
  8.   action, it will be automatically converted to a NOTICE, as
  9.   this will prevent MSG loops from being sent between two or
  10.   more users.  Also, you will not be permitted to send either
  11.   MSGs or NOTICEs from within a NOTICE action.  The irc protocol
  12.   states that NOTICEs may not generate automatic replies so this 
  13.   will prevent loops of automatic messages from flooding the net.
